Westfield, MA – Tighe & Bond announced the recent promotion of two of its managers to vice presidents: Ian Catlow, P.E., and Daniel Rukakoski, PWS, CWS, PSS.Catlow has nearly 20 years of water and wastewater design experience working on projects throughout New England. He has played a leadership role in the design of numerous wastewater collection and treatment projects ranging from combined sewer separation work in Boston, to water reuse systems at Gillette Stadium. He also managed Tighe & Bond’s award-winning Sturbridge wastewater treatment facility upgrade, which was the first ballasted biological flocculation treatment system in the United States.

Most recently, his work has included numerous low level nitrogen and phosphorous removal projects across the region. These projects have included planning, design and construction phase work at plants facing some of the tightest discharge limits in the region. Ian has also served as a past chair of the NEWEA Water Reuse Committee, and is an active member of the Small Community Outreach and Collection System Committees.

 Rukakoski has more than 20 years of environmental consulting experience that includes environmental and energy permitting, wetlands ecology, rare species, site assessment, environmental monitoring and regulatory compliance. He regularly leads the environmental permitting efforts for municipal, commercial and public utility projects throughout the Northeast. He is an expert in linear permitting efforts, and has managed numerous public utility infrastructure projects over the past decade, ranging from utility maintenance to new underground and overhead utility construction. Rukakoski has been instrumental in growing Tighe & Bond’s business in the public utility business sector.

Rukakoski is currently a technical director in Tighe & Bond’s Environmental Business Line, and previously served as the Environmental Technical Practice Group Leader and Manager of the Wetlands and Ecological Services Group. He also serves on the Environmental Committee for the Northeast Energy and Commerce Association.

Rukakoski is a Certified Professional Wetland Scientist (PWS), a New Hampshire Certified Wetland Scientist (CWS), and a Registered Professional Soil Scientist (PSS).
