DCAMM Announces Staff Changes and Additions

Boston  – Division of Capital Asset Management & Maintenance (DCAMM) recently announced two new members of their senior leadership team. In tandem with these new hires, they are also making changes in the organization of their Planning, Design and Construction groups.

New Hires:

Jay Mitchell has joined the agency as Deputy Commissioner for Design and Construction.  Jay comes to DCAMM from a 25 year career as an officer in the Navy’s Civil Engineer Corps. He brings great depth of experience in leadership and management as well as design and construction. Among his many assignments, Jay was the Project Director for the new $1B Walter Reed National Military Medical Center at the Bethesda Naval Hospital complex.  Jay received a BS in Civil Engineering from Tufts University and a Master’s degree in Engineering and Project Management from the University of Texas.

Betsy Isenstein has joined DCAMM as Director of Energy and Sustainability. Betsy brings twenty-two successful years as the Director of Facilities Technical Services at Tufts University, where she ensured that the university’s buildings and utility systems were safe, efficient, durable, maintainable and sustainable.  Prior to working at Tufts, Betsy was the Energy Management System Engineer for the GE power plant in Lynn.  Betsy has a civil engineering degree, also from Tufts, as well as an MBA from Northeastern University, a combination that will serve our innovative energy team well.

Both Jay and Betsy are seasoned professionals, who bring tremendous experience, maturity and leadership to the agency.

Organizational changes:

DCAMM’s Commissioner, Carol Gladstone, said “Jay’s leadership of design and construction operations will enable Liz Minnis to sharply focus on strategy and planning in her new role as Deputy Commissioner for Planning.  The role we are asking our planning team to play has grown significantly. In addition to managing the early stages of construction projects, this group is taking the lead in developing strategic capital plans for every agency, and of integrating innovative delivery strategies to meet capital needs. This requires the full engagement of a senior leader, something Liz is uniquely qualified to provide.”
