Fuss & O’Neill Promotes Six

Manchester, CT – Fuss & O’Neill, a full-service engineering firm, announced it has promoted Elizabeth Troop, PE, and Jared Smith, CSP, to senior project manager. In addition, Jared Smith, CSP; Kevin McGarry, PE; Sean Arruda, PE, CFM; Joseph Devine, PE, LEP; and Nicholas Lapointe, PE; have been promoted to project manager.

Elizabeth Troop

Troop has been promoted to senior project manager in the industry and utilities department of Fuss & O’Neill. Troop, who works in the firm’s Trumbull office, has been with Fuss & O’Neill for 30 years. In this time, she has been involved in industrial and municipal projects involving stormwater management, industrial water reuse, wastewater treatment, hazardous waste, groundwater remediation, and landfill leachate.

Troop has worked on both technical and regulatory aspects of many water quality issues and has managed a wide variety of water use reduction, environmental engineering, and compliance projects for Fuss & O’Neill.

Jared Smith

Smith has been promoted to senior project manager in the environment department of Fuss & O’Neill. Smith, who works in the firm’s Manchester office, has been with Fuss & O’Neill for five years. He specializes in the planning, implementation, and management of industrial hygiene, health, and safety programs for a variety of educational and municipal clients.

Smith is an indoor air quality (IAQ) expert and has managed numerous IAQ projects, as well as projects involving hazardous soil, radon, lead, asbestos, and PCBs. He is an asbestos consultant in Rhode Island and Connecticut.

McGarry has been promoted to project manager in the community development department of Fuss & O’Neill. McGarry, who works in the firm’s Quincy, Mass., office, has been with Fuss & O’Neill for eight years. In that time, he has worked on a wide range of projects including large-scale land development, urban redevelopment, stormwater management, infrastructure improvement, solid waste management, and flood control projects.

McGarry is a registered professional engineer in Massachusetts.

Arruda has been promoted to project manager in the water and natural resources department of Fuss & O’Neill. Arruda, who works in the firm’s Providence, R.I., office, has been with Fuss & O’Neill for 18 years. In that time, he has designed and provided technical oversight on numerous engineering projects in the fields of stormwater management (including green infrastructure), floodplain and aquatic habitat restoration in coastal and riverine environments, dam breach and floodplain analysis, and stormwater quality and low-impact development.

Arruda is a registered professional engineer in Rhode Island and is a certified floodplain manager.

Devine has been promoted to associate in the community development department of Fuss & O’Neill. Devine, who works in the firm’s Manchester office, has been with Fuss & O’Neill for 19 years. In that time, he has worked in a multitude of site/civil and environmental engineering fields serving municipalities, state agencies, and private clients. He specializes in the redevelopment of urban sites, drawing on his experience in both fields to efficiently achieve the development goals while addressing the environmental issues.

Devine is a registered professional engineer in both Connecticut and Rhode Island, and is a licensed environmental engineer in the state of Connecticut.

Lapointe has been promoted to project manager in the transportation department of Fuss & O’Neill. Lapointe, who works in the firm’s Springfield, Mass., office, has been with Fuss & O’Neill for 10 years. In that time, he has been responsible for numerous highway design projects and traffic engineering studies in western and central Massachusetts and throughout Connecticut.

His projects include bike path/rail trail design, complete streets implementation and design, parking lot design, municipal and college campus parking studies, traffic signal design, traffic impact studies, and multiple highway design projects. He is a registered professional engineer in Massachusetts.
